ARCH is the main statewide search. It was created by Act 1185 of 2015 under Ark. Code Ann. § 12-12-1501 et seq. Cost is $24 per search. The result is tied to fingerprints, not a plain name match. ARCH returns Arkansas felony and misdemeanor convictions, open felony arrests less than three years old, and sex offender status for levels 1 through 4. It will not show sealed or pardoned records. It does not cover juvenile files. You need the subject's first and last name, sex, and date of birth.

The Online Criminal Background Check is different. CBC is for entities with a signed, notarized release from the subject. Pricing runs $22 per Arkansas name-based check or $11 for volunteers. National fingerprint checks are $13, or $11 for volunteers. Mail-in requests are $25 each. Misuse is a Class A misdemeanor.

The Arkansas State Police Identification Bureau handles manual requests. Address: 1 State Police Plaza Dr., Little Rock, AR 72209. Phone: 501-618-8500. Hours run 7:30 AM to 5 PM. Form ASP-122 is used for a mailed request and must be notarized. Fee is $25 with a self-addressed stamped envelope. 100% of the Bureau's arrest records are fingerprint supported.

The Arkansas Sex Offender Registry is a separate tool run by ACIC. Search by address, city, county, ZIP, or name. Level 3 and level 4 offenders appear on the public map. Level 1 and level 2 are not mapped. Under Ark. Code Ann. § 12-12-903, level 4 offenders re-register every three months. Levels 1 through 3 re-register every six months.

FOIA Rules for Fulton County Arrest Records

The Arkansas Freedom of Information Act lives at Ark. Code Ann. § 25-19-101. It says public records shall be open to inspection and copying by any Arkansas citizen during business hours. Agencies have three business days to respond. Fees cannot be more than the actual reproduction cost. You do not have to say why you want the record.

For Fulton County, address FOIA requests to the Fulton County Sheriff's Office in Salem. Ask for the specific booking file, arrest report, or jail roster for a given date range. If the subject is a juvenile, access is blocked by Ark. Code Ann. § 9-27-309. If the record was sealed under Ark. Code Ann. § 16-90-1401 et seq., ARCH and CBC will not show it. Sealing a Fulton County Arrest Record

Arkansas uses the word "seal" where some states say "expunge." The Comprehensive Criminal Record Sealing Act of 2013, at Ark. Code Ann. § 16-90-1401, is the framework. You file a petition in the court where the case was heard. For most Fulton County cases that's the Circuit Court in Salem or the local District Court. After the judge signs the order, ARCH will not return the record. Law enforcement still has limited access for specific uses.
