Lincoln County is a smaller south Arkansas county close to Pine Bluff. Inmates sentenced to more than a year normally transfer to the Arkansas Department of Corrections. Pretrial holds, short sentences, and court transports stay in the county jail. The roster covers that current inmate list.

ARCH Search for Lincoln County Arrest Records

ARCH is the public criminal history search run by the Arkansas State Police. Lincoln County arrests tied to a fingerprint show up on an ARCH report. Start at arch.ark.org. The system was built under Act 1185 of 2015, codified at Ark. Code Ann. § 12-12-1501 et seq. It pulls data from ACIC.

Each run costs $24.00 and is non-refundable. That includes a $20 search, $2 for Information Network of Arkansas, and $2 for card processing. Enter the subject's full legal name, sex, and date of birth. You will get back one of three results: subject identified with a history, subject identified with no history, or no subject found. Race or ZIP can narrow the hits for a common name.

ARCH returns Arkansas felony and misdemeanor convictions, open felony arrests less than three years old, and sex offender registration status for levels 1 to 4. It does not contain juvenile records, dismissed charges, unresolved misdemeanor arrests, felony arrests older than three years, not guilty findings, active warrants, sealed records, pardoned convictions, out-of-state history, federal history, traffic arrests, or arrests without fingerprints. For certified results for immigration or adoption, use form ASP-122 and mail to the Arkansas State Police Identification Bureau at 1 State Police Plaza Drive in Little Rock. Fee is $25. Phone is 501-618-8500.

CourtConnect for Lincoln County Court Cases

Criminal, civil, domestic relations, probate, and traffic data are all covered. The docket, charging paperwork, and final disposition show up once a case is logged. For certified court copies, call the Lincoln County circuit clerk. The Administrative Office of the Courts at 625 Marshall Street in Little Rock runs the system. Phone is 501-682-9400. AOC home is arcourts.gov. Email acap.help@arcourts.gov for help.

Scheduled downtime hits Monday through Friday from 12:30 AM to 2 AM and Saturday 10 PM to Sunday noon. A related tool, eTraffic, handles online ticket payments for Contexte courts.

FOIA for Lincoln County Arrest Records

The Arkansas Freedom of Information Act at Ark. Code Ann. § 25-19-101 et seq. is the main records law. Arrest records, booking files, jail rosters, and warrant lists are generally open. Any Arkansas citizen who is not an incarcerated felon can ask. The sheriff has three business days to respond. Copy fees cannot top actual cost, and an itemized bill is required when asked.

Send a FOIA letter to the Lincoln County Sheriff's Office in Star City. Name the record, the subject, and the date range. Open or closed investigation files, juvenile records, sealed records, undercover officer names, and personnel records are withheld. The Arkansas Attorney General's FOIA Handbook at arkansasag.gov explains the limits. AG opinions 2003-057 and 2003-183 discuss sealed record access. Sealing Lincoln County Arrest Records

Arkansas uses sealing where other states use expungement. The Comprehensive Criminal Record Sealing Act of 2013 at Ark. Code Ann. § 16-90-1401 et seq. sets the rules. File a petition in the circuit court that handled the case. Most misdemeanors and many felony convictions can be sealed after you finish the sentence and wait out the required period.

Ineligible offenses include serious violent felonies, sex offenses that require registration, public sexual indecency, indecent exposure, and exposing another to HIV. A sealed record is pulled from public view. ARCH will not return it. CourtConnect will not show it. The file remains with the court and with law enforcement for narrow uses. Juvenile sealing is handled under Ark. Code Ann. § 9-27-309. Standard sealing forms are posted by the Arkansas Administrative Office of the Courts.
